The Los Angeles Clippers’ agreement to send forward Kawhi Leonard back to the Toronto Raptors remains unsigned, as the NBA continues an investigation into whether the Clippers skirted salary-cap rules through an endorsement arrangement with the defunct green-energy banking firm Aspiration.

Both franchises released statements on Thursday explaining that the transaction, reached in principle on June 30, will not be finalized until the league’s review is complete.

Clippers cite full cooperation

“For the past 10 months, our organization has fully cooperated with an NBA investigation, participating in dozens of interviews, providing tens of thousands of documents, and facilitating access to our staff,” the Clippers said. The club added that the deal can move forward only if Toronto’s ownership accepts potential penalties tied to Leonard’s contract. Los Angeles reiterated that it did not route money to Leonard through Aspiration and described itself as a victim of fraud by the company’s co-founder Joe Sanberg, who is serving a 14-year prison sentence.

Raptors unwilling to shoulder penalties

Toronto issued a brief statement saying the league informed the team it would inherit any fallout from the investigation if the trade were completed now. “In light of this, we will wait until the league’s investigation is complete,” the Raptors said, while reaffirming their desire to bring Leonard back to Canada.

Background of the investigation

The NBA retained law firm Wachtell, Lipton, Rosen & Katz more than 10 months ago after journalist Pablo Torre reported that Clippers owner Steve Ballmer invested in Aspiration and that Leonard agreed to a lucrative, low-visibility endorsement deal with the company. League officials are examining whether the arrangement effectively paid the All-Star outside the cap.

Commissioner Adam Silver said in early June that the review was nearing completion, but he offered no timetable. Potential outcomes range from fines or loss of draft picks for Los Angeles to, in an extreme scenario, voiding Leonard’s contract—an option viewed as unlikely but still on the table.

Until the league issues its findings, the high-profile trade remains on hold, leaving the futures of Leonard and both franchises unresolved.
