NBA expected to approve ‘3-2-1’ lottery reform plan

The NBA is on track to adopt a sweeping overhaul of its draft lottery, with the Board of Governors expected to green-light the proposed “3-2-1” format later this month, according to reporting by The Athletic’s Sam Amick and Mike Vorkunov.

Under the measure, the lottery field would expand from 14 to 16 teams and the odds would be flattened considerably. The three clubs with the league’s worst records would enter a relegation tier, giving them the same 8.1 percent chance at the No. 1 pick as teams that finished at play-in level. Currently, the worst record carries a 14 percent probability.

Several front-office executives told The Athletic they fear the changes could lengthen rebuilding cycles by reducing incentives to lose, potentially penalizing organizations that are not trying to tank. Others worry the new structure might make high draft picks harder to acquire in trades, limiting roster-building flexibility.

Despite those concerns, resistance inside league meetings has been described as minimal. At least 23 of the 30 owners must back the plan, and multiple team officials indicated they expect that threshold to be met. “They’re hell-bent on doing this,” one assistant general manager said.

Details still under discussion include how far a top team could slide on lottery night and the mechanisms for punishing blatant tanking. The proposal would grant Commissioner Adam Silver authority to alter odds or draft positions in clear violation cases. If ratified, the new system would debut at next year’s draft, and the league is also considering televising the actual ping-pong-ball drawing live.
