The National Basketball Players Association told ESPN that NBA athletes are “carrying the burden” of the league’s newly implemented second apron, the upper luxury-tax threshold added in the most recent collective bargaining agreement.

The union contends that the additional penalties tied to the second apron have prompted front offices to make cost-cutting moves that fall hardest on players, rather than on team ownership. According to the NBPA, those restrictions were intended to curb excessive spending but have instead shifted financial pressure onto the workforce.

The second apron sits above the league’s existing luxury-tax line and triggers limits on roster construction for franchises that exceed it. The NBPA said it is monitoring the rule’s impact and plans to keep the issue on the table in ongoing discussions with the NBA.
