The NBA has begun a comprehensive examination of its injury reporting system and gambling-related rules following the recent FBI arrests of guard Terry Rozier, former coach Chauncey Billups and former assistant coach Damon Jones.

In a league-wide memo dated Monday, Oct. 27, 2025 and obtained by ESPN, the league said it is evaluating new ways to strengthen both internal and external monitoring of wagering activity and will tighten education programs for players, coaches and team employees.

The review comes after federal indictments alleged that Billups and Jones supplied bettors with confidential information about player availability and team strategy. Prosecutors claim Billups told an associate before a March 2023 game that the Portland Trail Blazers were “in tank mode” and that Damian Lillard would not play. Jones is accused of informing a bettor prior to a Los Angeles Lakers–Milwaukee Bucks matchup that a specific Laker—later identified as LeBron James—would sit out; investigators say James was unaware his status had been leaked.

The memo also referenced Rozier, who was charged with removing himself from a March 2023 game to help cash in on “under” prop bets tied to his individual statistics. “While the unusual betting on Terry Rozier’s unders was detected in real time because the bets were placed legally, we believe there is more that can be done to protect the integrity of the NBA,” the document stated.

League officials indicated that proposition wagers on single-player performance present “heightened integrity concerns” and will receive added scrutiny. Commissioner Adam Silver told reporters last week that the FBI’s subpoena power allows for a broader investigation and reiterated that individual prop bets have become one of the league’s most significant integrity challenges.

The NBA did not specify a timeline for completing its policy review.
