The NBA has penalized the Cleveland Cavaliers $100,000 for breaching the league’s player participation policy, the NBA announced Tuesday.

The violation occurred on Wednesday, November 12, when Cleveland held out guards Donovan Mitchell and forward Evan Mobley for rest during the first half of a back-to-back. The Cavaliers faced the Miami Heat that night, then returned to Cleveland to host the Toronto Raptors the following evening.

Under rules introduced before the 2023-24 season, any player who has earned an All-Star or All-NBA selection within the past three years is classified as a “star,” and teams face automatic review if more than one healthy star is rested in the same game. Both Mitchell and Mobley meet the star criteria.

Teams are permitted to rest such players in certain situations—such as home-road splits of back-to-backs—but resting multiple healthy stars simultaneously triggers an investigation. A first infraction carries a $100,000 fine; subsequent violations rise to $250,000.
