The NBA’s Board of Governors is set to convene on May 28 to vote on proposed draft lottery reforms and additional anti-tanking measures, according to ESPN’s Shams Charania.
Commissioner Adam Silver has repeatedly said the league intends to tackle tanking during the current offseason. The topic dominated the Board of Governors meeting in March and remained under discussion among general managers as recently as Tuesday night.
Leading proposal
League officials have circulated three potential lottery formats, but one concept has emerged as the frontrunner. Under that model, the lottery field would expand to 18 teams, and odds at the top would be flattened. Each of the 10 teams with the worst regular-season records would hold an identical 8 percent chance of securing the No. 1 pick. The remaining 20 percent of lottery odds would be distributed among the eight play-in participants.
While this framework has gained momentum, it is not final. Charania reported that adjustments are expected before any plan is finalized, and the league does not anticipate implementing changes before the 2027 draft.
